Cost-benefit analysis of China’s national air pollution control plan

摘要: China’s rapid economic growth has caused severe air pollution and public health problems. Therefore, the Chinese government launched the National Air Pollution Control Plan (hereinafter referred to as the “Air Plan”) in 2013–2017 to improve air quality and safeguard public health. In this study, an analytical framework for a cost-benefit analysis applicable to China was constructed, and the costs and benefits of the implementation of the “Air Plan” in 30 cities and provinces in China from 2013 to 2017 were evaluated. Results show that the total cost of implementation of the “Air Plan” is 1.6511 trillion RMB. The benefits of air quality improvement were determined to be 2.4691 trillion RMB through the willingness-to-pay method to calculate the economic loss of premature deaths. The net benefit related to the implementation of the “Air Plan” was 818 billion RMB. The public health benefit of air quality improvement was 1.5 times the cost of the nationwide implementation of the “Air Plan”. At the provincial level, net benefits that reach 279.3 billion RMB were the highest in Guangdong, whereas the benefit-cost ratio, where the benefit was 5.5 times the cost, was the highest in Fujian. Estimations in this study can serve as a reference for China in formulating similar environmental policies and implementing the “3-year Plan to Defend the Blue Sky”. In addition, these estimations have practical significance for advancing the long-term effective mechanisms of the cost-benefit analysis of China’s environmental policies.

摘要:

“十三五”期间乃至未来一段时间内,我国养殖产品需求仍呈刚性增长,但是养殖业面临资源短缺日趋严重、环境制约日益加剧等不利局面,同时面临国际竞争对国内产业冲击加剧等新的形势,未来我国养殖业必须走可持续发展道路。本文基于对我国养殖业的发展现状、可持续发展所面临的挑战,形成对我国养殖业可持续发展形势的基本判断,针对“十三五”,凝练了养殖业可持续发展的战略目标、基本原则和战略重点,并提出了“进一步明确养殖业在现代农业中的战略主导地位”“合理利用国际市场保障我国食物安全”“加快启动和实施一批养殖科技重点研发计划”等重大建议,为我国养殖业加快发展方式转变、实现现代化提供理论支撑。

Post-evaluation of a water pollution control plan: methodology and case study

摘要: China has developed more than 20 water pollution control plans for river basins (RBWPs) since 1996. However, the implementation has generally lagged. This paper proposes a three-step, post-evaluation methodology to analyze the implementation result of a RBWP and its influential factors. First, a multi-attribute evaluation method based on an index system is established to score the enforcement results of a RBWP. Indicators measure how well a RBWP has achieved its objectives, which include water quality compliance, pollution load control, project construction, financial inputs, and related management requirements. Second, an interpretive structural model is used to detect the significant factors that affect RBWP implementation. This model can effectively analyze the cause-effect chain and hierarchical relationship among variables. Five groups of factors were identified, namely, plan preparation, water resource endowment, policy, institution, and management. Both qualitative and quantitative methods are employed in the third step to evaluate the extent to which these factors have influenced the execution result of a RBWP, including pre-post contrast, scenario analysis, and correlation analysis. This research then post-evaluated the implementation of the Huai River Basin water pollution control plans (H-RBWPs) over a period of 10 years as a case study. Results showed that the implementation of the H-RBWPs was unsatisfactory during 2001–2005, although it improved during 2006–2010. The poor execution of these plans was partially caused by the underestimation of regional economic development in combination with ineffective industrial structure adjustment policies. Therefore, this case study demonstrates the feasibility and flexibility of the proposed post-evaluation methodology.

Scenario-based assessment and multi-objective optimization of urban development plan with carrying capacity

摘要: Impact of urban development on water system is assessed with carrying capacity. Impacts on both water resource quantity and environmental quality are involved. Multi-objective optimization revealing system trade-off facilitate the regulation. Efficiency, scale and structure of urban development are regulated in two stages. A roadmap approaching more sustainable development is provided for the case city. Environmental impact assessments and subsequent regulation measures of urban development plans are critical to human progress toward sustainability, since these plans set the scale and structure targets of future socioeconomic development. A three-step methodology for assessing and optimizing an urban development plan focusing on its impacts on the water system was developed. The methodology first predicted the pressure on the water system caused by implementation of the plan under distinct scenarios, then compared the pressure with the carrying capacity threshold to verify the system status; finally, a multi-objective optimization method was used to propose regulation solutions. The methodology enabled evaluation of the water system carrying state, taking socioeconomic development uncertainties into account, and multiple sets of improvement measures under different decisionmaker preferences were generated. The methodology was applied in the case of Zhoushan city in South-east China. The assessment results showed that overloading problems occurred in 11 out of the 13 zones in Zhoushan, with the potential pressure varying from 1.1 to 18.3 times the carrying capacity. As a basic regulation measure, an environmental efficiency upgrade could relieve the overloading in 4 zones and reduce 9%‒63% of the pressure. The optimization of industrial development showed that the pressure could be controlled under the carrying capacity threshold if the planned scale was reduced by 24% and the industrial structure was transformed. Various regulation schemes including a more suitable scale and structure with necessary efficiency standards are provided for decisionmakers that can help the case city approach a more sustainable development pattern.

渤海海峡跨海通道战略规划研究

摘要:

渤海海峡跨海通道是连接我国山东半岛与东北地区的战略性工程,对于加快环渤海圈的经济发展及振兴东北老工业基地都有重大意义。通过全面分析渤海海峡通道建设的战略价值,对渤海海峡通道的工程方案及投融资方式进行了详细规划,认为渤海海峡跨海工程宜采用旅顺—蓬莱的全隧道方案,并将铁路隧道方案作为首选,汽车通过穿梭列车背负过隧道;隧道施工采用tunnel boring machine(TBM)法+钻爆法,在我国现有隧道修建的技术水平与经济能力下是可行的,施工风险水平在可接受范围;参考国内外跨海工程建设情况以及渤海海峡跨海通道工程项目特点,本项目融资适宜采取build-operate-transfer(BOT)模式。

Dynamic mechanism for the decline of China’s energy intensity during the 11th FYP (Five-Year Plan)

摘要: From 2006 to 2009, the aggregate energy intensity of China fell by 14.38%, which means that China has made substantial progress towards its goal of achieving approximately a 20% reduction in energy intensity during the period of the 11th FYP (Five-Year Plan). This paper describes some new properties of the mechanism for the decrease in China’s energy intensity since the beginning of the 11th FYP. First, compared with the period of the 10th FYP, technical, structural, and residential energy-savings have been improved to a certain extent. Secondly, unlike the dynamic mechanism before 2000, technical energy savings have been the main driver of momentum since the beginning of the 11th FYP. Next, although structural energy savings are not the main factor, they are still a key factor for the decrease in energy intensity. Finally, residential energy savings are still a stable driver of momentum for the decline in China’s energy intensity.

Intercontinental transport of air pollution

摘要: There is an increasing interest on the intercontinental transport of air pollution among the three main emission regions at northern mid-latitudes: North America, Europe, and East Asia. Air pollutants with sufficient long lifetime can be transported from one continent to another. Observations from ground sites, aircraft and satellites have demonstrated this intercontinental-scale transport of air pollutants in the free troposphere. Numerical models have been applied to understand the pathways of the transport and the impact of intercontinental pollution transport. This paper reviews current observational evidence and modeling studies of intercontinental transport of ozone and its precursors, and the resulting impacts on air quality.

Experimental investigation on desiccant air-conditioning system in India

摘要: An experimental investigation in India was presented to evaluate the performance and energy saving capacity of a desiccant air-conditioning system composed of a silica gel bed, a split type air-conditioner (1.0 ton refrigeration) installed in a room with a volume of 86.4 m, air ducts and a blower. The experiment was made in such a way that the percentages of return air, outdoor air and indoor air mixed with the air leaving the desiccant and desiccant bed thickness could be adjusted. Tests were conducted on several days with relatively similar ambient conditions. Under the test conditions in this experiment, a 7cm bed thickness is recommended with a maximum adsorption rate of 403g/h. The optimum percentages of air ratios were as follows: 10% of outdoor air, 10% of return air (mixed together at the desiccant bed inlet) and 80% of indoor air mixed with the dry air leaving the desiccant. The corresponding electricity saving was about 19%. As expected, simple economic analysis indicates that the desiccant air-conditioning is not viable for smaller cooling capacities.
